The Kabataan party-list on Saturday slammed President Rodrigo Duterte’s

order to arrest loiterers or “mga tambay” in the streets, saying it is illegal and

a throwback to the Marcos’ Martial Law regime.

“Nananawagan tayo ng malawakang pagkondena sa ilegal na pag-aresto sa mga

tambay besides Ito ay napakamapanganib dahil ito ay prone to abuse,” Kabataan party-list

representative Sarah Elago said at a forum in Quezon City.

“‘Yan ay maaaring magdulot at magbigay daan para sa mas marami ache paglabag sa

karapatang pantao. At ‘yan ay isang tila return, tulad noong isang taktika na ginamit

noong Martial Law,” she included.

“Napakamapanganib nito dahil bagama’t itinatanggi ito ng Pangulo, na siya na rin mismo nevertheless nagsabi na ang mga tambay ay maaaring maaresto for negligible doubt na sila ay gumawa ng krimen, ay hindi katanggap-tanggap.”

Constabulary set up checkpoints freely

Hence Elago said that in the 1970s, the Philippine Constabulary set up checkpoints freely and made discretionary captures.

“‘Yung epekto du’n sa mga formally dressed work force natin sa mga pulis accordingly kung ano ‘yung sinasabi ng Pangulo ay tila batas na, tila meron nang undeclared military law.

Wala mang formal revelation… ‘yan ay magdudulot ng panganib sa ating mga kababayan,” Elago said.

On Monday, the PNP announced that more than 5,000 “mga tambay” have just been captured, however the particular infringement were not determined.

Nevertheless nananawagan ang Kabataan na itigil ‘yung unlawful na mass capture sa ating mga tambay, na nagdulot na nga ng isang pagkamatay ni Genesis Argoncillo, 25 years of age.”

Elago said she went by Argoncillo’s wake to express her sympathies to his family.

Besides Makiramay at makiisa sa panawagan ng kaniyang pamilya na naghuhumiyaw sa hustisya ang kaniyang pamilya.”
