Former secretaries of Aquino Admin, face plunder because of MRT

Going with the wave of the recent hitches of trains in the metro are the simultaneous filing of cases by the Department of Transportation (DOTr) to the former agency officials in connection with the conspiracy of the maintenance provider of the Metro Rail Transit System or MRT.

In the recent complaint filed this Tuesday at the Office of the Ombudsman, it implicated even former government secretaries of former President Benigno “Noynoy” Aquino III who belonged to the Government Procurement and Policy Board.

Allegedly, there were those who approved the anomalous maintenance provider contract of the Busan Universal Rail Incorporated (BURI).

Here’s the list of former government secretaries with filed complaints at the Office of the Ombudsman:

  • Transportation Secretary Joseph Emilio Abaya
  • Local Government Secretary Mar Roxas
  • Budget Secretary Florencio Abad
  • Finance Secretary Cesar Purisima
  • Energy Secretary Jericho Petilla
  • Science and Technology Secretary Mario Montejo
  • Defense Secretary Voltaire Gazmin
  • Public Works Secretary Rogelio Singson
  • Socioeconomic Planning Secretary Arsenio Balisacan

DOTr explained, these officials are liable in passing imbalance agreement in BURI.

“Sa aming paniniwala, may mga ginagawa sila na ‘di karapatdapat tulad ng pagbabasbas nung negotiated procurement or emergency cases,” Giovanni Lopez said, DOTr Assistant Secretary for Procurement.

“In our knowledge, they had done something wrong like giving go signal in negotiated procurement or emergency cases.”

But according to Abaya, who was included in the list, he is ready to face inquiries because he’s confident that they followed the law in every project they went through and its agreements.

“I am confident that any inquiry will show that any and all projects and agreements entered into during not only my stint but during the Aquino administration were done with full, rigorous compliance with the law, with honesty, and in the public interest,” Abaya said.

Abaya is sure that they will be vindicated with this issue but he regretted the project will be delayed once again.

“I am sure we will be vindicated by the record. My only regret is that much-needed improvements will once again be delayed or even reversed,” added Abaya.


Abaya and Roxas were connected to the anomalous transaction of MRT’s maintenance provider which did not pass through the correct process of bidding.
